重要預(yù)警：美國移民局公布24家已取消EB-5區(qū)域中心資格名單

　　引言：2015年3月23日，美國移民局再次公布終止最新EB-5美國投資移民區(qū)域中心名單，目前共有24個區(qū)域中心因未能滿足每年提交文件的要求或完成經(jīng)濟發(fā)展目標(biāo)而被取消EB-5美國投資移民區(qū)域中心資格。美國移民局表示，已被取消資格的EB-5區(qū)域中心不得再招募或匯集投資者及資金，同時提醒投資者不要使用已向這些中心投資的資金作為移民申請的基礎(chǔ)，否則申請資格會受到影響。由此可見，區(qū)域中心的資信狀況和運營狀況，直接關(guān)系到投資者的資金安全與移民申請的成敗。

　　USCIS may terminate a regional center’s participation in the Immigrant Investor Program when the regional center fails to:

　　當(dāng)某一區(qū)域中心未能滿足如下條件時，美國移民局將取消該中心在投資移民項目中的資格：

　　Submit Form I-924A on an annual basis, on a cumulative basis and/or as otherwise requested by USCIS to demonstrate continued eligibility; or

　　Promote economic growth as required.連續(xù)每一年度均提交I-924A表格，或者按照移民局資質(zhì)審查的要求提交表格;

　　或者按要求完成促進經(jīng)濟發(fā)展的目標(biāo)。Investors may not use an investment within a terminated regional center as a basis to establish eligibility for immigrant status under the Immigrant Investor Program.

　　投資者請勿以向已終止的區(qū)域中心的投資作為申請移民的基礎(chǔ)，否則投資者申請投資移民簽證的資格會受到影響。

　　Below is a list of EB-5 regional centers whose participation in the Immigrant Investor Program has been terminated. These regional centers no longer appear on the list of approved regional centers.

　　下表是已經(jīng)被取消繼續(xù)參加投資移民項目資格的區(qū)域中心。這些區(qū)域中心將不再出現(xiàn)在已獲批的區(qū)域中心列表當(dāng)中。

　　USCIS has terminated 24 regional centers as of March 18, 2015.

　　截止到2015年3月18日，美國移民局已經(jīng)公布終止24個EB-5美國投資移民區(qū)域中心。

　　An asterisk (*) next to a regional center’s name means that the regional center is currently appealing the decision to the USCIS Administrative Appeals Office.

　　若某一區(qū)域中心名稱旁邊顯示*號，表示該區(qū)域中心目前正就被取消資格事宜向移民局行政復(fù)議辦公室進行復(fù)議。

　　A regional center that has been terminated from the EB-5 program may not solicit, generate or promote investors or investments for any other EB-5-related projects, or otherwise participate in the Immigrant Investor Program.

　　若某一區(qū)域中心已被取消其EB-5美國投資移民項目資格，則該區(qū)域中心不得再為任何EB-5項目招募、宣傳、匯集投資者或投資資金，也不得參與其他投資移民項目。
